Россия является одним из крупнейших в мире производителей и потребителей различных видов лесных грузов. В связи с расширением номенклатуры товаров, производимых из различных видов древесины, наблюдается увеличение удельного веса лесных грузов в общем объеме товаров международной торговли.
Недостаточная изученность транспортных характеристик и свойств лесных грузов, предъявляемых к морской перевозке, приводит к авариям судов, зачастую, с тяжелыми последствиями. Аварийные ситуации в результате смещения различных лесных грузов (пиломатериалов в пакетах, бревен и др.) сопровождаются потерей части перевозимого груза, иногда приводят к гибели судна.
As a result of studies of the death of several ships, in the 60-70-ies of the XX century, the Ministry of the Navy established the causes of accidents. As it turned out, before loading large and heavy cargo, shippers provided incomplete or inaccurate information about the cargo, and the extreme in this situation was the cargo carrier.
Thus, in 1973, by Order No. 189 of the Minister of the Navy "on the organization of work to improve the transportation of dangerous goods", the Central research and design Institute of the Navy (tsniimf) was appointed the head organization for the standardization of safety of transportation of large and heavy cargo.
